Community Advisory – COVID-19 Update #33 – Wednesday, June 3rd, 2020

The Town’s EOC Group met today at 2:00 PM local time on a virtual online platform. Our meeting have been reduced to a Wednesday meeting schedule unless the situation warrants further meetings.

ACTIVATION STATUS:
The EOC remains at a Level 1 Status –Enhanced Monitoring, unchanged.

The Town’s EOC Group has reduced its schedule of regular meetings utilizing a virtual platform to minimize close contact during the meetings. These meetings will continue on Wednesday’s for the foreseeable future and will be reported internally. Beginning the week of May 04th, 2020 our public updates will be provided on Wednesday’s only unless other developments warrant additional advisories.

Next teleconference with the District Medical Officer of Health has been scheduled for Wednesday, June 10th, 2020 for 1:15 PM. Immediately following this teleconference the Town’s EOC group will again conduct a situational update meeting using a virtual online platform.

ACTION ITEMS – ISSUES ADDRESSED AT TODAY’S MEETING:
Under Phase 3 (Yellow) announcement by Premier Higgs, May 22nd, 2020:
Under Phase 3 (Yellow – Week 1), several activities and openings are now permitted, subject to maintaining physical distancing measures, general guidelines from Public Health and the Guidelines for New Brunswick Workplaces issued by WorkSafe NB.
Under the Current public health alert level, May 22, 2020, New Brunswick has moved to an adjusted Yellow level. Attached is the May 29, 2020 version of the Emergency Order issued by the Province of New Brunswick. During this time, Public Health measures and guidelines must still be followed.
In the announcement revised Order the following are now allowed:
• Your household bubble can be extended to close friends and family.
• Non-regulated health professionals and businesses can open, including acupuncturists and naturopaths.
• Personal services businesses can open, including: barbers, hair stylists, spas, estheticians, manicurists, pedicurists, and tattoo artists.
It is believed, beginning on Friday, June 05th, 2020, New Brunswick will loosen additional restrictions under the Yellow level following a one (1) week delay due to the Region 5 flare-up. At that time, it is expected the following will be permitted beginning on June 5th, 2020:
• Outdoor gatherings of 50 people or fewer with physical distancing. Religious services of 50 people or fewer can take place indoors with physical distancing.
• Elective surgeries and other non-emergency health-care services will increase.
• Low-contact team sports can be played.
• The following will be allowed to open:
o Swimming pools, saunas and waterparks
o Gyms, yoga and dance studios
o Rinks and indoor recreational facilities
o Pool halls and bowling alleys
Beginning on Friday, June 19, 2020, overnight camps will be able to open.
OTHER ACTION ITEMS – ISSUES AT TODAY’S MEETING:

  • The Town will publish the most recent guidance in the recovery Phase 3 (Yellow – Week 1) reduction in restrictions announced on Friday May 22nd, 2020 by the Province of New Brunswick. Specific details on Town owned Facilities are listed below. The most important message needs to be communicated is this is not business as usual and, to that end the Guidance of General Public Health Measures During Covid-19 Recovery developed by the Office of the Chief Medical Officer of Health should continue to be followed.
  • Planning is in place, if the expected restrictions are lifted by PNB that effective on Friday June 03rd, 2020 at 5:00 PM public access to the Basketball Court the facility will be permitted subject to all patrons are then required to follow the Operational Plan of the Town of Sussex, the strict direction of the Town of Sussex employees, Public Safety Officials, and the Town’s RCMP Detachment. Signage of the best practices will be posted by the Town advising patrons of the requirements to use these Town Facilities. The Town will “promote” good hand hygiene practices and the Town will require all patrons using these facilities bring the necessary hand sanitizer with them prior to arrival at these facilities.
  • The Town continues to work with Sussex Minor Baseball and Sussex Softball to review and approve an Operational Plan for the Town’s Baseball fields. This field facilities will remain closed to the Public until further notice.
  • Effective Friday, May 22, 2020 public access to the Town’s Tennis Courts are now permitted. All patrons are required to follow the Operational Plan of the Sussex Tennis Association and the strict direction of the association.
  • Effective Friday May 22, 2020, 4:00 PM local time public access to the Skate park, with an access limit of five (5) patrons at any one time will be permitted subject to all patrons being required to follow the Operational Plan of the Town of Sussex, the strict direction of the Town of Sussex employees, Public Safety Officials, and the Town’s RCMP Detachment.
  • Effective Friday May 22, 2020, 4:00 PM local time public access to six (6) Park locations with Playground Play Structures (O’Connell, Malone, Oak, Pearson, Barbour’s, Sunnyside Drive Parks), Bark Park and each of their facilities, with the exceptions of the new O’Connell Park Kiwanis Comfort Station and the parks splash pad will be permitted subject to all patrons being required to follow the Operational Plan of the Town of Sussex, the strict direction of the Town of Sussex employees, Public Safety Officials, and the Town’s RCMP Detachment.
  • The Town’s O’Connell Splash Pad is currently undergoing a modest upgrade while we connect and upgrade both the water and sewer services for the Splashpad and the Kiwanis Comfort Station. Our work is schedule to be complete on Friday June 05th, 2020. An opening will be announced shortly thereafter to coincide with the opening of the new Kiwanis Comfort Station in mid – June and provide recognition of the significant contributions by the Sussex Kiwanis Club and the Province of New Brunswick.
  • For our public’s convenience the town’s playground structures, touch surfaces in our parks, courts, and skate park are spray sanitized once a day, seven (7) days a week for the protection of our patrons using Town facilities.
  • Signage of the best practices will be posted by the Town at all facilities advising patrons of the requirements to use these Town Facilities. The Town will “promote” good hand hygiene practices and the Town will require all patrons using these facilities bring the necessary hand sanitizer with them prior to arrival at these facilities, physical distancing and patience to the fellow park users.
  • Public access to the Sussex Fire Station, Sussex Works Garage, Jubilee Hall, and 8th Hussars Sports Centre remain restricted until further notice. There is no immediate plans to change this status as a mitigation measure under Phase 2 or Phase 3 of the Government Recovery Plan.
  • An Operational Plan is been adopted by Town Council of Sussex for the above noted Town owned facilities. The Town’s Operational Plan has been adopted by Sussex Council at the Tuesday May 19th, 2020 council meeting.
  • Town Hall has opened with a strict Operational Plan requiring physical distancing practice for the patrons visiting the Town Hall Facility on Thursday May 21st, 2020.

While the facilities are occupied by staff to maintain critical and essential infrastructure throughout the Town contact with The town can be accessed by telephone at our main telephone line (506) 432-4540 during regular business hours and 24/7 though the Town’s answering service at the same telephone number. Our focus of maintaining the operations of the Town’s water, wastewater, and transportation systems remain our priority and our Town is working to bringing other services into operation moving forward. The Town appreciates everyone’s patience with these necessary measures.

The Town will continue to request Town residents respect the direction and the above noted closures necessary under this provincial Emergency for the safety of everyone.

  • Given the Phase 2 and now Phase 3 announcements the Town will review the 8th Hussar’s Military Museum, the Stiles Collection, and the Plan for the Jubilee Hall are all under various stages of development by the Stakeholders Groups. Each stakeholder’s Operational Plan will be reviewed and approved by the Town prior to authorizing the occupancy of the spaces as the Town next phased opening planning.
  • The AX Group and Knock’s Café have developed Operational Plans and have begun operations effective Monday June 1st, 2020.
  • The Sussex Regional Library have developed an Operational Plan and have begun operations internally. An announcement on the resumption of modified operations is expected shortly.
  • The Town continues encourage individuals and families to take time to exercise and be outdoors, but please do so responsibly. Our trails will remain open for use as we believe that they are a great resource for remaining physically and mentally well. The Town advises that if residents do choose to use our trails that they be mindful of maintaining appropriate distances between yourselves and others and also keeping control of your pets. Please observe the Town’s leash requirements and do not let pets run free for the safety of your fellow trail users.

The Town encourages responsible physical activity, and advise the public to stay spaced, stay safe and always stay healthy as we all work through this provincial emergency.

  • The EOC Group reviewed with each department any operational issues experienced during our essential service operation. Now in day seventy-eight (78) of our operational changes.
  • The EOC Group has engaged the Town’s normal compliment of summer students who assist the Town with parks maintenance.
  • The Town will conduct its committee meetings in person for our meeting schedule the week of June 08th, 2020. It is planned that the third Council meeting will be streamed live online on a virtual feed beginning at 7:00 PM local time on Monday June 15th, 2020. The Town will provide the online link to this meeting at a date closer to the scheduled meeting. The live stream can also be accessed through the Town’s website. www.sussex.ca. Any change to this schedule will be announced as soon as possible.
  • A teleconference meeting of the Town of Sussex Planning Advisory Committee will take place on Wednesday June 10th, 2020 beginning at 4:30 PM local time.
  • The Town continues to assess the Phase 1, Phase 2 and Phase 3 of the New Brunswick Recovery Plan and will provide more specific detail when available. The provincial news conferences will now only be conducted Monday, Wednesday and Friday each week unless the situation warrants otherwise.

Next EOC meeting is scheduled for 2:00 PM local time Wednesday June 10th, 2020. It is our intent, unless otherwise warranted, to provide the next Public Update report on Wednesday June 10th, 2020 at 3:30 PM.
